Key takeaways
- Accounting records and reports a company’s transactions; an external audit independently examines its financial statements and evidence.
- Under Article 27 of the UAE Commercial Companies Law, limited liability and joint stock companies have annual audit requirements.
- The report recipient matters: a free zone, bank, shareholder or group auditor may set additional expectations.
- If the same firm is considered for accounting support and audit work, independence and self-review risks must be assessed before engagement.
A company searching for accounting and auditing services in Dubai may be trying to solve two different problems. One is keeping accurate books and useful financial information through the year. The other is obtaining an independent opinion on annual financial statements. They are connected, but they are not the same engagement or deliverable.
SAIF Chartered Accountants provides accounting, audit and tax services in the UAE. The starting point is to understand which output your business actually needs, who will use it and whether the proposed services can be provided together without compromising independence.
Invoices, bank transactions, payroll, assets and balances are kept in reliable books.
Management approves financial statements for the required entity and period.
An eligible auditor examines the statements and relevant evidence and issues a report.
What does an accounting service cover?
Accounting turns transactions into a coherent record of a company’s financial position and performance. The exact scope can include daily or monthly bookkeeping, bank reconciliations, receivables and payables, payroll entries, inventory and fixed assets, year-end closing and management reports. The business remains responsible for supplying complete information and approving significant judgements.
Good accounting records support timely decisions and make VAT, Corporate tax and audit work easier. They do not, by themselves, constitute an audit opinion. A monthly management report may use different presentation detail from annual statutory financial statements, so agree both outputs before work begins. See our accounting and bookkeeping service, management reporting and financial-statement preparation pages for their distinct scopes.

What does an independent audit add?
An external auditor plans procedures, tests selected evidence, evaluates accounting policies and estimates, and forms an opinion on the financial statements. The aim is reasonable assurance about whether they are free from material misstatement—not a promise that every error or fraud will be found. Management remains responsible for preparing the accounts and maintaining records and controls.
The UAE Commercial Companies Law, Article 27, provides for an annual audit of limited liability and joint stock company accounts. For other entities, the answer depends on the legal form, licence authority and any bank, shareholder or group-reporting requirement. A free zone may also require an auditor from its own approved list: DMCC publishes an example of authority-specific rules, but its process should not be assumed to apply across all free zones.
Read our annual audit service for the engagement process and our free-zone auditor guide for authority-specific appointment considerations.
Can one firm keep the books and sign the audit?
Not as an automatic package. Auditors must be independent of the financial information they audit. If an audit firm prepared accounting records or made decisions that form part of the financial statements, it may face a self-review threat. The international ethics and independence standards require threats to be identified and addressed, and some combinations of services may be prohibited or require a different provider.
When you ask SAIF for both accounting support and an audit, we will assess the proposed work, management’s responsibilities and the applicable independence requirements before confirming what can be undertaken. A proposal should distinguish the accounting team’s role from the audit scope, rather than promising that one fee or one team covers everything.
What records should a Dubai business prepare?
Even a well-run audit slows down if year-end accounts are not reconciled. Before the auditor starts, prepare a final trial balance, bank statements and reconciliations, receivables and payables ageing, material contracts, related-party balances, inventory records where relevant, a fixed-asset register and the previous year’s signed financial statements. Management should also identify significant estimates, unusual transactions and events after year-end.
If records are incomplete, start with catch-up bookkeeping and a year-end close rather than booking a report date that cannot be met. The accounting clean-up and audit appointment may need separate firms or carefully scoped roles to protect independence.
Which service should you request first?
- Books are behind or unreliable: request accounting reconstruction, reconciliations and a closing timetable.
- Books are current but management needs better information: request monthly reporting, cash-flow and balance-sheet review.
- A regulator, bank or shareholder needs signed statements: identify the report recipient, check auditor eligibility and agree an audit timetable.
- Tax filing is the immediate concern: distinguish the accounting records from the separate VAT or Corporate tax return and its deadline.
Tell us your legal entity, financial year, accounting software, approximate transaction volume, the condition of the books, required report recipient and deadline. We can then recommend a clear accounting, audit or tax scope and explain any independence constraints. Contact SAIF with your brief.

Frequently asked questions
What is the difference between accounting and auditing in Dubai?
Accounting records transactions, reconciles balances and prepares financial information for management and statutory reporting. An external audit is an independent examination of financial statements and supporting evidence that results in an auditor’s report. One does not automatically include the other.
Does outsourced bookkeeping include an annual audit?
Usually not unless the engagement expressly says so. Bookkeeping, financial-statement preparation, VAT or Corporate tax work, and an independent annual audit have different scopes and deliverables. Ask for each item to be specified in the proposal.
Can the same firm provide accounting and audit services to one company?
It depends on the work performed, the client and the applicable independence rules. An auditor must not simply audit its own work. A firm should assess self-review and other threats before accepting both engagements; separate providers may be necessary.
Does every Dubai company need audited financial statements?
Requirements depend on legal form, licence authority, shareholder arrangements and report recipients. UAE limited liability and joint stock companies have annual audit requirements under Article 27 of the Commercial Companies Law. Free zones and banks may impose additional or different conditions.
What should be ready before an annual audit starts?
Prepare the final trial balance, bank reconciliations, receivables and payables ageing, inventory records where applicable, fixed-asset register, material contracts, related-party balances, tax records and prior-year financial statements. The audit team may request further evidence after planning.
Can an auditor correct our bookkeeping during the audit?
The auditor may identify misstatements and discuss proposed adjustments, but management is responsible for the books and financial statements. If substantial bookkeeping or reconstruction is needed, the work and its effect on auditor independence should be scoped separately.
Can SAIF work with our existing accounting software?
Yes. We can review records from a range of accounting systems and ERP platforms. SAIF supports implementations including Zoho Books and Odoo, as well as other software. Audit evidence still depends on the quality and accessibility of the underlying records.
