Import
Goods entering the UAE need the correct excise product record and declaration path. Match customs entries, item codes, quantities and payments to the FTA account.
Products · movements · declarations · returns
Importing, producing or storing excise goods creates questions that a VAT calculation alone cannot answer. SAIF helps UAE businesses classify products, establish the right EmaraTax obligations and reconcile the records behind their Excise Tax returns.

The short answer
If a business imports, produces, stockpiles in specified circumstances, or releases excise goods from a designated zone, it should assess its Excise Tax position. The FTA identifies these activities in its registration guidance. The goods, activity and tax point matter; a trade licence description or VAT registration alone does not settle the answer.
SAIF can review the product list and business flow, then define whether the assignment concerns taxpayer registration, excise-goods registration, declarations, monthly filing, zone controls or an FTA query. Separate responsibilities and deadlines are agreed before work begins.
Start with the real activity
The same product can pass through several hands. We map who owns it, where it moves, and which party makes each declaration.
Goods entering the UAE need the correct excise product record and declaration path. Match customs entries, item codes, quantities and payments to the FTA account.
A producer must identify taxable output, the relevant tax point and production declarations. Reconcile finished units to recipes, batches and inventory movements.
Holding excise goods in specified circumstances can create a tax liability. Test the stock and tax history rather than assume a trading licence alone settles the question.
A release can trigger excise procedures. The zone status, warehouse keeper, movement records and customs route matter. A normal free-zone licence is not automatically an excise designated zone.
Excise Tax concerns specified goods and activities; VAT concerns taxable supplies and imports under a separate system. A business can need both registrations, product codes and returns. Keep separate reconciliations and avoid applying the VAT turnover threshold to Excise Tax.
Current product rules
From 1 January 2026, carbonated drinks are no longer a stand-alone excise category. The sweetened-drink treatment depends on formulation and documented sugar content.
| Category | Total sugar and other sweeteners | Tax |
|---|---|---|
| High sugar | At least 8 g per 100 ml | AED 1.09 / litre |
| Moderate sugar | At least 5 g, but less than 8 g per 100 ml | AED 0.79 / litre |
| Low sugar | Less than 5 g per 100 ml | AED 0 / litre |
| Artificially sweetened | Only qualifying artificial sweeteners, subject to the decision's conditions | AED 0 / litre |
Rates and categories: Cabinet Decision No. 197 of 2025, the FTA's 2026 taxable-person guide and Public Clarification EXTP013. Confirm the latest product-specific rules before filing.
Defined work, not a generic tax package
The assignment can be a one-time assessment, a monthly compliance process or a focused response to an FTA issue. We scope the products, entity and period first.
Identify the entity and activity, test whether products are excise goods, and map the relevant import, production, stockpiling or zone-release events.
Prepare the person’s registration file, authorised-signatory evidence and activity declaration. Review product registration and classification separately where needed.
Check ingredients, sugar-content evidence, product categories and conformity documentation before applying the tiered volumetric rules to each SKU.
Reconcile FTA declarations with customs, production, stock, sales and accounting data; review deductions and explain differences before approval and filing.
For relevant operations, examine warehouse-keeper status, goods movements, stock records and designated-zone registration or renewal requirements.
Investigate historic differences, organise support for FTA queries and assess whether a disclosure, reconsideration or deregistration is appropriate.
Monthly reporting
The FTA says registered persons generally file Excise Tax returns by the 15th day after each tax period. Return fields can be populated by import, production, designated-zone release and deductible-tax declarations. A reliable review traces these figures through customs entries, product codes, quantities, stock movements and accounts before the return is approved.
The FTA's filing guidance explains which declarations feed the return. A return is not just a monthly sales total; a stockpile, import, production event, release or deduction may affect it even when ordinary sales are low.

Clear checkpoints help avoid registering the wrong entity, using outdated beverage categories or filing numbers the stock records cannot explain.
Review licences, people, products, locations and whether the business imports, produces, stockpiles or releases excise goods.
Match each product to the current rules and evidence. Complete person, product or designated-zone registration steps as applicable.
Connect declarations to customs, inventory, production and the ledger; investigate quantity and tax differences.
Review the return, secure management approval and file on time. Retain the support and update for new products or processes.
A product-level example
An importer carries two unbranded beverage lines. One has 8.4 g of total sugar and other sweeteners per 100 ml; another has 6.2 g. Assuming both use the old 50% carbonated-drink rule would miss the 2026 model. Subject to correct classification and evidence, the first falls in the high-sugar band and the second in the moderate-sugar band.
The team should establish each SKU's recipe, certified or otherwise acceptable content evidence, FTA product record, volume, import declaration and stock movement. A revised recipe may require a product-record update before later declarations. The example is only a classification illustration; it is not a tax calculation for a specific company.
Zones, changes and closing the account
The FTA registers warehouse keepers and designated zones for Excise Tax purposes under separate controls. A zone requires stock, access and movement records, and registration renewal. A free-zone trade licence alone does not establish that status. See the FTA designated-zone requirements.
If the business stops the activity, review remaining goods, open returns and the reason for deregistration. The FTA deregistration service explains the supporting records and, where applicable, the 30-day application requirement. Do not assume licence cancellation automatically closes the Excise Tax account.
Common search questions
These answers are general. Product formulation, timing and the FTA record can change the conclusion for a particular business.
Excise Tax is an indirect tax on specified goods. The obligation depends on the product and activity, not just the company name or whether a sale is profitable. Importing, producing, stockpiling in specified cases or releasing excise goods from a designated zone can be relevant.
The current categories include tobacco and tobacco products, liquids and devices for electronic smoking, energy drinks and sweetened drinks. The 2026 sweetened-drink model uses sugar-content bands rather than the former general carbonated-drink category. Confirm each product against the legislation and FTA guidance.
The current Cabinet Decision sets AED 1.09 per litre for sweetened drinks with at least 8 g of total sugar and other sweeteners per 100 ml, AED 0.79 per litre for at least 5 g but less than 8 g, and AED 0 per litre below 5 g or for qualifying artificially sweetened drinks. Classification and evidence matter; energy drinks remain on a separate 100% basis.
No. Carbonated drinks stopped being a separate excise category from 1 January 2026. A drink’s current treatment depends on whether it meets the sweetened-drink definition and the applicable sugar-content band, or another category such as energy drinks.
Import is one of the activities identified by the FTA. A business should assess Excise Tax registration and declaration requirements before goods move. The FTA can except a person from registration in certain irregular import or zone-release circumstances, but this is not a general exemption from tax or declarations.
The FTA’s Excise Tax registration rules are activity-based, not the ordinary AED 375,000 VAT turnover test. Check the product, activity and any specific registration exception. VAT and Excise Tax registrations are separate.
The FTA says a person liable to register should apply within 30 days from the end of a month in which they carry out, or intend to carry out, an activity giving rise to Excise Tax liability. Review the facts and start date promptly rather than wait for the first monthly return.
Yes. The taxable person’s EmaraTax registration and the excise-goods product records serve different purposes. A beverage business may need item-by-item classification and documentation, including conformity evidence for sweetened drinks, even after the person has a tax registration number.
The 2026 rules require appropriate evidence of sugar and sweetener content for classification. The FTA describes a Ministry of Industry and Advanced Technology conformity certificate process for sweetened products. If acceptable evidence is missing, high-sugar classification can result. Check the exact product type and current portal requirements.
Registered persons generally file monthly Excise Tax returns by the 15th day following the end of the tax period. Import, production, designated-zone and deductible-tax declarations can populate the return; reconcile them to the underlying records before filing and paying.
Do not assume sales alone decide the filing position. The relevant account status, tax period, declarations, imports, production, stockpiling and other events must be checked. A registered person should inspect the EmaraTax return obligation for the period and obtain advice before leaving it unfiled.
No. A business’s free-zone licence does not itself create an excise designated zone or cancel tax on excise goods. Designated-zone treatment depends on separate FTA warehouse-keeper and zone rules, goods movements and records.
It is an area registered for Excise Tax purposes under specific FTA controls and warehouse-keeper responsibilities. The FTA requires stock and movement controls, supporting plans and annual renewal. This is not the same as describing every free zone as a designated zone.
There are prescribed circumstances and controls for deductible Excise Tax and refunds. The answer depends on how and when tax was paid and what later happened to the goods. Keep purchase, import, stock and declaration evidence rather than netting amounts informally.
If liability has ceased, review the FTA’s deregistration criteria, stock position, declarations and any final return. Where an application is mandatory, the FTA states it must be submitted within 30 days of the obligation arising. Cancellation is not completed merely by closing a trade licence.
We can review the notice, the tax periods and the supporting records, then agree the scope of technical response, reconciliation or representation. The entity remains responsible for complete facts, approvals, payments and portal access; any formal tax-agent appointment is a separate step.
A registration assessment, a monthly return and a historic reconciliation are different assignments. A proposal depends on product and SKU count, activity types, transaction volume, zone operations, record quality, the number of periods and any FTA notices. SAIF agrees the work and fees before starting.
