Dubai Production City Auditors

Financial reporting for printing, packaging and publishing businesses. SAIF Chartered Accountants supports Dubai Production City entities with annual audit, DDA reporting and evidence-led preparation.

Audit in a production business district

Connect every order to materials, production and delivery.

Dubai Production City, formerly International Media Production Zone or IMPZ, serves printing, packaging, publishing and related production businesses. These operations require reliable quantities and job data as well as a reconciled general ledger.

SAIF Chartered Accountants, established in the UAE in 1994, provides financial audit and related reporting support to businesses in Dubai Production City.

We start with the licensed entity, customer specifications, procurement, production systems and dispatch responsibilities. We connect revenue, materials, work in progress, finished goods, waste, machinery and rights to the financial statements and year-end evidence.

The annual audit is an independent financial reporting engagement. It does not certify product quality, safety, environmental compliance, copyright ownership or operational efficiency. Those objectives require separate reviews and appropriate specialists.

DDA financial reporting

Plan the close around the filing requirement and inventory cycle.

Confirm the legal entity, financial year and current DDA instructions before scheduling counts, production close and management approval.

01

Statements and annual return

DDA Circular 421 requires FZLLCs and branch offices to prepare and submit audited financial statements and an annual return for each financial year.

02

Six-month deadline

The ongoing deadline is six months from financial year-end. A newly registered company submits after its first completed financial year.

03

Branch reporting route

A branch may use consolidated audited parent statements or a standalone extract covering its local operation, subject to the required package.

04

AXS filing package

The circular identifies AXS and a completed Financial Statements Report Summary Sheet. Confirm the current workflow and retain submission evidence.

Searching for Dubai Production City approved auditors?

That is a common and useful search phrase, but we could not verify a public DDA list. The official DDA auditor-appointment service lists a directors’ resolution, the audit firm’s valid UAE trade licence and a corporate RICC form. Verify credentials and current acceptance for the entity instead of relying on an unsupported online label.

Production business models

The evidence changes with the product, process and sales channel.

A business may combine several models. Map each material product family, location and production route separately.

PRINT

Commercial printing

Paper and ink inventory, estimates, plates, setup, machine hours, spoilage, job cards, finished work, dispatch and customer acceptance.

PACK

Packaging production

Substrates, dies, cylinders, design changes, production runs, quality holds, conversion costs, finished goods and customer-specific stock.

PUBLISH

Publishing

Editorial and design expenditure, print runs, author or image rights, advances, inventory, distributor returns, royalties and digital editions.

LABEL

Labels & specialist print

Short production runs, materials by batch, colour and quality controls, tooling, variable data, subcontracting and traceability.

TRADE

Distribution & fulfilment

Imported media, warehouse quantities, landed cost, slow-moving stock, rebates, fulfilment charges, returns and cut-off.

ASSET

Production facilities

Presses, finishing equipment, leases, installation, commissioning, maintenance, spare parts, downtime, impairment and disposals.

District context: Dubai Production City official website. Financial reporting requirements are governed through the applicable DDA framework.

High-attention reporting areas

Inventory and job costing need evidence from the production floor.

Prepare item, job, count and yield records while production is active. Reconstructing them after year-end is slower and less reliable.

Inventory existence

System quantities must agree to controlled counts.

Plan count instructions, movements, locations, cut-off and third-party stock. Investigate differences and reconcile approved adjustments to the inventory system and ledger.

Unit cost and overheads

Allocation should reflect the production process.

Support materials, labour, machine time and production overhead rates. Exclude abnormal waste and avoid arbitrary allocations that are not consistently applied.

Work in progress

Open jobs need a reliable completion assessment.

Reconcile job cards to actual and committed costs. Support production stage, remaining work, recoverability, customer changes and expected losses on difficult jobs.

Obsolescence and waste

Printed and customer-specific stock can lose value quickly.

Identify slow-moving, damaged, superseded or unusable materials and finished goods. Separate normal spoilage, abnormal loss, scrap and recoveries.

Professional support

Define each service, deliverable and responsibility.

Audit, accounting preparation, filing assistance, inventory support, internal controls and tax advice have different purposes. Agree each scope in writing and preserve auditor independence.

01

Annual financial statement audit

Independent examination of the licensed entity’s financial statements, planned around the reporting framework, production cycle and material risks. The period, intended users and deliverables are agreed before work begins.

Dubai Production City audit checklist

Build the file from orders, jobs, inventory and assets.

Use one controlled closing trial balance and an issue log. Reconcile sales, purchasing, production, stock, fixed-asset and payment systems to the ledger.

01

Sales, quotations and dispatch

Approved quotations, purchase orders, contracts, job specifications, change requests, invoices, credit notes, delivery notes, proof of delivery, acceptance and returns. Reconcile the sales system to the ledger.

02

Materials and inventory

Item master, opening and closing quantities, receipts, issues, transfers, bill of materials, batch data, count sheets, costing method, provisions and third-party stock confirmations.

03

Jobs and work in progress

Job cards, approved estimates, materials issued, labour and machine hours, subcontracting, completion stage, committed costs, expected remaining costs, dispatch status and later results.

04

Waste, scrap and recoveries

Production standards, actual spoilage, approval of abnormal waste, scrap quantities, sale proceeds, credit notes and environmental or disposal records. Investigate unexplained yield differences.

05

Machinery and tooling

Invoices, installation and commissioning, asset tags, location, useful lives, maintenance, downtime, impairment indicators, leases, insurance, disposals and customer-owned tooling.

06

Rights, groups and tax

Publishing, artwork, font and image licences; royalty statements; intercompany balances; shared equipment and employees; cost allocations; financing; VAT and Corporate tax reconciliations.

Keep the count, costing and ledger reconciliation together.

Retain count instructions and sheets, system quantities, approved adjustments, unit-cost calculations, provisions and the final inventory-to-ledger reconciliation. For open jobs, keep the estimate, actual and committed costs, completion status and later outcome.

Branches, sites and international groups

Define ownership across materials, production and distribution.

Identify which entity contracts with customers, purchases materials, controls production, owns stock and machinery, employs people, dispatches goods and bears warranty, waste or credit risk. Reconcile head-office records with the Dubai operation.

If parent statements are used for the DDA route, check whether their period, framework and completion date fit the local deadline. A consolidated report may still require local inventory and branch evidence.

Resolve these questions early

  • Do local and parent reporting periods align?
  • Who owns materials, finished goods and customer-specific stock?
  • Which entity controls pricing, production and credit risk?
  • How are machinery, people and overheads allocated?
  • Are printing, licensing, distribution or financing related-party transactions?
  • Who approves the statements and completes the filing?

How the engagement works

Four stages with visible ownership.

A target date matters, but completion depends on controlled counts, reconciled records, sufficient evidence, review and management approval.

  1. 01

Define the reporting and production brief

Confirm the licensed entity, financial year, DDA requirement, framework, branches, sites, systems, inventory locations and target date. Assess appointment eligibility and independence.

  2. 02

    Freeze records and count inventory

Prepare one controlled trial balance, close production jobs, reconcile subledgers and plan attendance at material inventory counts. Assign an owner to every unresolved item.

  3. 03

    Examine and resolve

Provide evidence for independent audit procedures. Discuss count differences, costing, estimates, cut-off, adjustments and disclosures; management remains responsible for the accounts.

  4. 04

    Approve, report and retain

Complete approvals and issue the report when sufficient appropriate evidence is available. Retain the signed statements, filing pack, count records and submission confirmation.

Corporate tax and VAT coordination

A Production City licence does not determine the tax outcome.

Use the approved financial statements as the starting point for tax workings and document adjustments separately. DDA financial reporting and federal tax filing are distinct obligations.

Imports, exports, design, printing, packaging, scrap, royalties and cross-border services may require transaction-specific VAT and tax analysis. Do not infer treatment from a free-zone address or invoice label.

Corporate tax services →

Make transfer pricing transaction-specific.

Production groups may share machinery, employees, procurement, intellectual property, distribution, management and funding. A service, royalty or cost-allocation label does not explain the functions, assets and risks.

Keep the agreement, functional analysis, calculation and delivery evidence. Benchmarking may support a method and range but cannot replace the actual commercial facts.

Speak with our team →
01Does a Dubai Production City company need an annual audit?+

DDA Circular 421 requires DDA-regulated FZLLCs and branch offices to prepare and submit annual audited financial statements and an annual return. Confirm the licensed legal entity and current instructions rather than relying only on the Production City address.

02When are Dubai Production City audited financial statements due?+

Circular 421 sets an ongoing deadline of six months from financial year-end. A newly registered company submits after its first completed financial year. Inventory counting, job close and management approval should be planned well before that date.

03Are Dubai Production City and IMPZ the same business district?+

Dubai Production City was formerly known as International Media Production Zone, or IMPZ. Older licences, contracts, directories and searches may still use IMPZ, so reconcile the legal entity and current licence name rather than treating them as different companies.

04Is there a public Dubai Production City approved auditors list?+

The current DDA source we can verify is its auditor-appointment service, which specifies the appointment documents. Verify the firm’s UAE professional credentials and current acceptance for the entity with DDA or AXS; do not rely only on an online “approved” label.

05What is needed to appoint or change an auditor?+

DDA’s service page lists a directors’ resolution, the audit firm’s valid UAE trade licence and its corporate RICC form. The general manager or appointed legal representative submits the request. Check the live service page for changes.

06Can a Dubai Production City branch use parent-company accounts?+

Circular 421 allows a branch to submit consolidated audited parent statements or a standalone extract covering the branch operation. Confirm the route, period, local inventory and supporting information before the parent timetable is finalised.

07How should a printer or packaging company prepare inventory?+

Maintain item-level quantities, locations, ownership, condition and unit costs. Reconcile count results to the stock system and ledger, separate customer-owned materials, and support slow-moving, damaged or obsolete provisions.

08How should production work in progress be supported?+

Retain the approved estimate, job card, materials issued, labour and machine hours, subcontractor costs, completion stage, committed and remaining costs, dispatch status and subsequent outcome. Reconcile the job-cost report to the ledger.

09How should waste and scrap be recorded?+

Set documented production standards, record actual output and waste by job or batch, approve abnormal losses, control scrap storage and sales, and reconcile proceeds. Large unexplained yield differences require investigation.

10Does a Dubai Production City licence guarantee 0% Corporate tax?+

No. Tax treatment depends on the entity, activities, transactions and satisfaction of applicable statutory conditions. The audit supports reliable financial information but does not itself establish Qualifying Free Zone Person status or a 0% rate.

11When is transfer pricing relevant to a production business?+

It may apply to related-party printing, packaging, distribution, shared machinery, intellectual-property licences, management, financing and cost allocations. Support each material transaction with agreements, functional analysis, calculations and delivery evidence.

12What affects the audit fee and completion time?+

Record quality, inventory volume and locations, job-cost data, year-end production, machinery, group reporting and evidence availability affect the work. Share the licence, trial balance, prior report and production brief for a scoped proposal.
